Pricing, Capacity Choice, and Financing in Transportation Networks*

چکیده
This paper explores interrelations between pricing, capacity choice, and financing in transportation networks. We build on the Mohring-Harwitz result on self-financing of optimally designed and priced roads and investigate it in a network environment under various types of second-best regulation. A small network model with endogenous car ownership demonstrates that optimal congestion pricing and capacity choice over an entire network may cause user prices to increase more in initially mildly congested areas compared to heavily congested areas. Furthermore, a flat kilometer charge under optimal capacity choice may result in first-best efficiency

Evaluating the Willingness to Pay for Urban Congestion Priced Zones (Case Study of Tehran)
Congestion pricing is one of the major travel demand management policies to reduce traffic volumes in metropolitans. One of the main factors for effective implementation of this policy is to analyze users' response to different toll rates. In this paper, the willingness of users to pay for using their personal cars is evaluated. The stated preference method was applied for data gathering. Sever...
متن کاملTradable Network Permits : A New Scheme for the Most Efficient Use of Network Capacity
Akamatsu et al.(2006) proposed a new transportation demand management scheme called “tradable bottleneck permits” (TBP), and proved its efficiency properties for a single bottleneck model. This paper explores the properties of a TBP system for general networks. An equilibrium model is first constructed to describe the states under the TBP system. It is proved that equilibrium resource allocatio...

This paper analyzes the second-best pricing and investment rules to be followed in the transportation industries in the presence of intermodal competition, exogenous price distortions, and financing constraints, using both theoretical and simulation analysis. It shows that price distortions and financing constraints in one mode will not only affect the investment rules in that mode, but will al...
متن کاملDeveloping an urban congestion pricing model by considering sustainability improvement and using a multi-objective optimization approach
This paper introduces a Travel Demand Management (TDM) model in order to decrease the transportation externalities by affecting on passengers’travel choices. Thus, a bi-objective bi-modal optimization model for road pricing is developed aiming to enhance environmental and social sustainability by considering to minimize the air pollution and maximize the social welfare as its objectives. This m...
متن کاملInvestigating on the Effects of Congestion Pricing on Increasing Public Transit Share
Nowadays, traffic management policy in metropolitans is focused on increasing the share of public transit. The limitation of supply and slowing growth of road infrastructures have provided congestion for users who choose personal cars. Therefore, applying demand management policies which decrease the utility of personal cars and increase the tendency to public transit can be very important. Con...
